In the first scene of Loukyam, Venky kidnaps Babji’s sister Neetu while she is getting married to Bharath even though she is in love with someone else. He departs for Hyderabad while awaiting the resolution of the matters at his hometown of Warangal. He stays with Shyamala, a friend. There, he develops feelings for Chandrakala, the Hyderabadi don Sathya’s sister. Chandrakala uses her brother’s power to intimidate other college students. After she rejects him at first, Venky encourages her to feel the same way. In the meantime, Babji travels to Hyderabad to meet Sippy, the chauffeur who assisted Venky in capturing Neetu. Babji drives about Hyderabad with a burgeoning television star called Boiling star Bablu, not realizing that he is riding in Sippy’s cab.
When Chandrakala is attacked by Keshava Reddy, an MLA who is manipulating Chandrakala, Venky learns that Chandrakala is Babji’s second sister and that he brought her and Sathya to Hyderabad in order to keep a low profile. Chandrakala is prepared by Babji to wed Bharath. In addition, he keeps looking for Venky, the person who kidnapped his sister. With the assistance of Nano Shastri, Venky is able to bring Chandrakala and Babji into his home. He also finds out that the reason behind Kesava Reddy’s desire to kill Chandrakala is because Vasanthi, his younger sister, committed suicide because she loved Babji despite not receiving the same affection in return. In order to impersonate his father, Meka Papa Rao, also known as Puppy’s wife, he employs Hamsa Sippy, Sippy’s wife.
After telling Neetu to return on the day of their engagement and pretend to be single, Babji arranges for Neetu and Bharat to get married. However, when they find out that Neetu is expecting a child, Bharat declines to get married. Babji is informed by Venky that his brother will wed Neetu. After approving the marriage, Babji informs Chandrakala that she would wed Bharat once more. Venky finds out through an attack incident that Bharat is the son of Kesava Reddy. He informs Kesava Reddy that Babji, too, is aware of this and that he intends to assassinate Bharat while visiting Srisailam. After coming to believe him, Kesava Reddy assaults Babji and the party as they are traveling. Unwisely, he tells Babji that Bharat is his son.
Kesava Reddy kidnaps Chandrakala and Bharat and flees the scene after realising his foolishness. Kesava Reddy is stopped by Bablu, who believes it to be a movie set, giving Venky enough time to get to Kesava Reddy. Ultimately, Venky uses his sympathy which he had previously employed to bring Babji and his sister together to persuade Babji to beat up Kesava Reddy and to consent to his and Chandrakala’s marriage.
