Together with 72 other nations, including India’s neighbors, and Russia, China establishes the “Republic” in 2028 as an international organization to oppose the UN with the goal of “One Nation One Republic.” When nations refuse to participate, they impose economic penalties, which stops the flow of oil from the Middle East and Russia. When India’s foreign exchange reserves fell, rioting and domestic instability broke out. The ‘Republic’ launches a bombing campaign on US ships in the Pacific Ocean at NATO’s camp, sending petrol prices soaring to Rs. 500 per litre.
A benefactor and brother-in-law of the ailing Chief Minister GNR, Kingmaker Natarajan “Nataraj” forces GNR’s daughter Keerthana to enter politics and, in spite of her resistance, appoints her as Education Minister. Keerthana had previously fell in love with an orphan named Thamizharasan “Thamizh” while on a journey. She receives broad backing from Thamizh, who also helps her make well-informed political judgments and suggests a new education strategy. But because he is fed up with Keerthana, Nataraj gives his friend, Commissioner Prakash Amudhavanan, instructions to find the person responsible for her political actions. The Indian government is looking into the Republic-Money Laundering fraud in the middle of this mayhem.
However, Nataraj and Union Finance Minister Ramakrishnan “Central Ramki,” who reportedly shared black money obtained via frauds during Central Ramki’s term as Defence Minister, organize the arrest of the state’s opposition leader by Tamil Nadu police before the CBI could capture him. The illicit money is kept in containers at Chennai Harbor since it is valued in Republic currency.
Nataraj intends to hold the opposition leader under state police for a short time before releasing him in order to stop him from turning against the CBI. In order to limit the CBI’s investigation and use the opportunity to move those containers, Nataraj also plans a riot during Puratchi Veeran Pulipandi’s meeting with the goal of putting the state under police control. After being caught up in the riot with Keerthana, Thamizh attempts to flee with Keerthana, but his companion is murdered in a nearby bombing, and Thamizh is falsely accused of being a terrorist.
Tamil Nadu witnesses the incident, which increases opposition to Pulipandi’s detention. An emergency is likely to be declared after a paramilitary force seizes control of the city. Actor Rishikanth’s fan base is exploited by Nataraj by having him speak out against Pulipandi. In response to Republic warships intruding into Indian territorial seas at Vishakapatnam, the Defence Council convenes an urgent meeting, which prompts the army to be mobilized to Chennai Harbour.
An emergency is declared in spite of Central Ramki’s protests, and the army seizes charge of Tamil Nadu’s security while detaining the opposition leader. Nataraj orders Thamizh’s murder after learning through Prakash Amudhavanan that he was a special gun marshal in the UN anti-poaching unit. But because of the wasted illicit money, Major Prabhjoth Singh detains Nataraj.
