Zutshi was born into a Kashmiri Brahmin family in Srinagar, Jammu and Kashmir, India, on February 4, 1961. His grandfather, Dina Nath Zutshi, was a radio and theater artist who is most known to the public for playing Halim Mirza, Salim Mirza’s brother (Balraj Sahni), in the 1973 movie Garam Hawa. Nuzhat Hussain, the sister of filmmaker Mansoor Khan and the first cousin of actor Aamir Khan, was the former spouse of Raj Zutshi. She was the daughter of filmmaker Nasir Hussain, who was her second husband and the stepfather of actor Imran Khan, Nuzhat’s son by her first husband, Anil Pal.
Raj Zutshi also began his career as a theatrical artist. He made the move from theatrical to cinema in 1984 with the film Holi. He also starred in the television shows Shikast (1997) and Yugantar (1990), both of which were adapted from Sunil Gangopadhyay’s bestselling novel.
