English actor Neil Bell was born on February 4, 1970. He primarily appears on British television and infrequently in motion pictures. Bell attended Oldham College to study theater. He has portrayed characters in movies including Dead Man’s Shoes (2004), 24 Hour Party People (2002), and Wait For Me (2023) as well as television shows like Murphy’s Law, Ideal, City Lights, Buried, Shameless, and The Bill and Casualty. He also played Polly Walker’s character’s coworker in the critically acclaimed television series State of Play. He recently played the lead part of a murderer in The Bill. He appeared in the ITV comedy-drama Married Single Other in 2010.
In Star Wars: Andor, he also portrayed the bell-ringer, or “Time Grappler,” a significant position devoid of dialogue. After that, Bell portrayed Max in the British indie film Wait for Me, released in 2023. He appeared in the Fat Dog band’s 2024 music video for their single “All the Same” and frequently opens the band’s shows with songs and poetry. In Adolescence, he portrayed the custodial officer (Netflix, 2025).
